Description of the sanctions

1. Arms embargo

The arms embargo means that the sale or supply, etc. of arms is prohibited to entities, natural and legal persons and others in Lebanon. The same applies to the provision of technical and financial assistance and other services associated with arms and related materiel. The prohibitions do not apply to the sale or supply of goods or services for use by the UN Interim Force in Lebanon (UNIFIL) or by the Lebanese armed forces, or if the transaction has been authorised by the Government of Lebanon or UNIFIL. Sales and supplies of this kind must always be approved by the competent national authority.

2. Travel restrictions

Individuals suspected of involvement in the planning, sponsoring, organising or perpetrating of the attack on Rafiq Hariri and some twenty other persons are subject to a prohibition against entry into or transit through the EU. The EU list of those subject to travel restrictions is to reflect the list prepared and updated by the UN Security Council Sanctions Committee for Lebanon. To date, no individuals have been listed by the Sanction Committee.

3. Freezing of assets

Individuals suspected of involvement in the planning, sponsoring, organising or perpetrating of the attack on Rafiq Hariri and some twenty other persons are subject to having their funds and economic resources frozen. The EU list of those subject to having their assets frozen is to reflect the list prepared and updated by the UN Security Council Sanctions Committee for Lebanon. To date, no individuals have been listed by the Sanction Committee.

Competent Swedish authorities

The Inspectorate of Strategic Products has primary responsibility for matters concerning the arms embargo.

The Swedish Migration Agency and Sweden's missions abroad are the authorities responsible for applying travel restrictions.

Information on frozen accounts is to be submitted to Finansinspektionen (the Swedish Financial Supervisory Authority).

Exemptions from the freezing of assets may be granted by Försäkringskassan (the Swedish Social Insurance Agency).
