Description of the sanctions

1. Arms embargo

The arms embargo means that the sale, delivery, transfer or export of arms and arms-related materiel of all types is prohibited. Furthermore, a specific prohibition also applies to technical assistance, brokering and other services linked to military activities.

2. Embargo on certain equipment

The embargo on certain equipment includes the sale, delivery, transfer and export of equipment that could be used for internal repression against the Venezuelan population. Examples of such equipment could be aids to conduct surveillance activities and the interception of telecommunications and internet among the civilian population. Providing funding and economic support for this type of equipment are prohibited.

3. Restrictions on entry

Persons responsible for serious violations, crimes against human rights or repression of civil society and the democratic opposition are prohibited from entry to and transit through EU Member States. A list of persons covered by the restrictions will be prepared by EU Member States.

4. Freezing of assets

All assets and economic resources that are owned, held or controlled by natural and legal persons who are responsible for serious violations, crimes against human rights or repression of civil society and the democratic opposition are to be frozen.
