Development assistance for a new era – freedom, empowerment and sustainable growth


The reform agenda for development assistance was presented on 14 December 2023. It outlines the new direction for Swedish development assistance.


The global needs entail new demands to ensure a long-term perspective, transparency and effectiveness in Swedish development assistance. The Government therefore presents this reform agenda for development assistance that replaces the Policy framework for Swedish development cooperation and humanitarian assistance (Govt communication 2016/17:60) and the Strategy for multilateral development policy (UD2017/21055/FN).

It sets out the direction for development assistance in the coming years and also provides a starting point for several new processes to simplify, clarify and streamline the management and follow-up of the development assistance as a whole, and to improve the results achieved.
