Explanation of Vote by Sweden on the Advisory Opinion of the International Court of Justice on the Obligations of Israel in relation to the Presence and Activities of the United Nations, Other International Organizations and Third States in and in relation to the Occupied Palestinian Territory, 12 December 2025, New York.

Sweden voted in favour of the resolution on the Advisory Opinion of the International Court of Justice and would like to take this opportunity to reconfirm our unequivocal support for the International Court of Justice as the principal judicial organ of the United Nations and full respect for its independence and the functions assigned to it under the Charter of the United Nations and its Statute. Our vote in favour of the resolution also reflects Sweden’s firm support of the broader UN system and humanitarian organisations in their essential efforts to address the needs of the population. Sweden remains committed to safeguarding their capacity to operate, in Palestine and elsewhere. Sweden has been clear that UNRWA needs to address several challenges, including on safeguarding its neutrality. Sweden’s established position on the Agency in the longer-term has not changed with this vote.

Sweden remains clear that Hamas must be disarmed, and that this terrorist organization cannot have a place in the future governance of Gaza.
