24. Permission to enter Swedish airspace or waters

Foreign state aircraft, military helicopters, non commercial flights and naval vessels require permission to enter Swedish airspace in accordance with the Ordinance concerning the Admission to Swedish Territory of Foreign State Vessels and State Aircraft (1992:118).

Applications must be sent to the Swedish Armed Forces HQ.

The Swedish Armed Forces should receive the applications as follows.

EU and NATO Allies

State naval vessels 

Notifications for entering Swedish territory for inofficial and/or routine visits to be submitted seven (7) days prior to visit. Application forms to be sent to [email protected]

Requests for research vessels, including vessels fishing in the Swedish economic zone, are to be submitted to the Swedish Coast Guard six (6) weeks prior to visit. Request forms to be sent to [email protected]

State aircrafts 

Notification for entering Swedish territory for overflight and/or landing to be submitted latest 72 hours prior to the activity. Application forms to be sent to [email protected]

Foreign military vehicles 

Notifications for entering Swedish territory to be submitted 72 hours prior to the transit and/or visit. Application forms to be sent to [email protected]

Non-EU or NATO Allies 

Applications for state transport aircraft, including non-commercial military transport and non-combat helicopters must be received two (2) working days prior to the visit.

Applications for military vehicles including non-combat military vehicles transporting combat vehicles as well as military helicopters must be received three (3) weeks prior to the visit.

Applications for naval vessels on unofficial or routine visits must be received three (3 weeks) prior to the visit.

 Dangerous goods and forbidden dangerous goods 

Permission requests pertaining to dangerous goods and forbidden dangerous goods are to be handled through Swedish Transport Agency in accordance with their routines and regulations, www.transportstyrelsen.se. 

Strategic products and export licenses 

Permissions pertaining to strategic products and export licenses are to be requested with the Swedish Agency for Non-Proliferation and Export Controls (ISP), www.isp.se.

Availability is limited outside regular office hours (0800-1630) during weekdays. For emergencies, please contact SweAF Duty Officer via +46 8 788 75 00.

During weekends and holidays, you can reach the Desk Officer on duty via +46 72 188 82 30.

Commercial flights

The following types of traffic require a permit from the Swedish Transport Agency:

1.   Scheduled air services and charters between Sweden and a third country.

2.   Third-country operators running scheduled air services and charters between Sweden and countries within the internal aviation market and for domestic aerial transports.

3.   Overflights of Swedish territory, except for scheduled air services  – if the right derives from a bilateral or multilateral agreement, or for flights other than scheduled air services by foreign aircraft  – if the right derives from the Convention on International Civil Aviation of 7 December 1944 (Chicago Convention).

4.   Specialised operations which will be carried out in Sweden by air carriers or aircraft operators from a third country.

5.   Taxi flights intended to be carried out as a domestic flight in Sweden by a third-country operator.

Applications for charter flights 

Applications for individual flights (ad hoc flights) must be received by the Swedish Transport Agency no later than 48 hours before the flight is scheduled to depart. Saturdays, Sundays and Swedish public holidays are not included in this time span.
