Questions and answers – SEK 500 million in crisis support to culture
On 8 April 2020, in an additional amending budget, the Riksdag adopted the proposal to set aside SEK 500 million for culture for activities that lose income due to the situation caused by the COVID-19 virus. Here you can read questions and answers relating to the SEK 500 million and references to the agencies responsible for allocating the funds.
How do you apply for support?
There are three different types of support depending on the activity – support to individual cultural creators and artists, support to film activities and support to other cultural activities. The support is examined by different agencies depending on the type of support concerned.
Support to individual cultural creators in the form of grants is examined by the Swedish Arts Grants Committee, and by the Swedish Authors’ Fund with regard to the area of literature and words.

Who can apply for the support?
Support may be provided to an organiser of a concert, dramatic arts performance, cinema screening, exhibition, lecture or similar cultural event in Sweden. Support may also be provided to an artistically active stakeholder who has worked on or would have participated in the event. Support may only be provided to legal persons and individual business operators who are active in Sweden and who conduct or organise cultural activities of a professional nature. Support may not be provided to activities that receive funds direct from the Government, for example the national theatres and central government agency and foundation museums. Nor may activities that receive activity grants via the cultural cooperation model receive this support.
What are the conditions for receiving support?
A condition for receiving support is that the event has been cancelled or postponed due to the situation caused by the COVID-19 virus. Furthermore, it is required that the event would have been organised for the general public or that they would have had access to it, that it would have been made public or set out in a plan for the activity, and that it would have been held no later than 31 May 2020 and had not been rescheduled prior to that date.
What can support be applied for? What is support provided for?
Support may be provided for loss of income that has arisen as a consequence of an event being cancelled or for additional costs that have arisen as a consequence of an event being postponed. Support may not include compensation for loss of profits.
The support may amount to a maximum of 75 per cent of the loss of income or additional costs up to SEK 1 million, and no more than 50 per cent of loss of income or additional costs over SEK 1 million. The total amount of support to a stakeholder may not exceed SEK 10 million.
