Biggest support package to Ukraine so far increases Swedish support to SEK 29.5 billion for 2025

The Swedish Government has presented its largest military support package to Ukraine to date, valued at almost SEK 16 billion. Ukraine has requested capabilities related to air defence, artillery, satellite communication, and naval capabilities. Together with the support package announced earlier this year, Swedish support to Ukraine amounts to approximately SEK 29.5 billion in 2025. Sweden’s military support since 2022 thus totals about SEK 80 billion.

Europe needs to step up its support for Ukraine. Sustained and increased support for Ukraine is crucial for Europe's security. Sweden's 19th military aid package is therefore the largest to date.

“With this aid package, Sweden demonstrates that more can be done for Ukraine. The package will be of great help to Ukrainian society, the Ukrainian Armed Forces, and Ukraine’s defence industry,” says Minister for Defence Pål Jonson.

The 19th support package is made possible by the Government’s proposal to increase the economic framework for support to Ukraine to approximately SEK 40 billion for 2025 by moving funds from the economic framework for 2026 to the one for 2025.

Ukraine’s military defence is in great need of many different capabilities. The 19th support package has been designed through ongoing cooperation with Ukraine and international partners to address these needs. This includes the following.

Acquisition for donation worth approximately SEK 9.2 billion

The Government intends to authorise the Swedish Defence Materiel Administration to acquire defence materiel from the Swedish, Nordic and European defence industries for Ukraine’s defence based on the country’s needs. The selection of materiel builds on the Swedish Defence Materiel Administration’s ongoing mapping of the market’s ability to produce requested materiel with short delivery times. Ukraine needs additional materiel and equipment to strengthen its operative defence capability, including ammunition, air defence systems, maritime equipment, satellite communications systems, infantry equipment and armoured vehicles. SEK 9.2 billion in total will be allocated to these purposes. 

Financial donations worth over SEK 5 billion

Much of the international military support is channelled through various multilateral initiatives, including within the framework of the Ukraine Defence Contact Group (UDCG). The support package includes financial donations to various funds and other multilateral initiatives that procure materiel and equipment for donation to Ukraine. The package also includes expanded collaboration with Denmark within the framework for the established Danish model for support to Ukraine’s defence industry.  

Donations of materiel from the Swedish Armed Forces valued at approximately SEK 500 million

The support package includes donations of materiel from the Swedish Armed Forces. This relates to such materiel that can be spared for a limited time period. Considering the Swedish Armed Forces’ needs and the security situation, it is vital that the materiel that is proposed for donation to Ukraine can be replaced quickly with corresponding materiel.

The following materiel will be transferred to Ukraine from the Swedish war organisation:

  • medical service vehicles;
  • training weapons for m/86 anti-tank weapons;
  • m/58 machine guns;
  • small-calibre ammunition;
  • approximately 100 vehicles of various types for air base maintenance;
  • base and workshop equipment to run an air base;
  • medical equipment and transport vehicles;
  • personal equipment;
  • provisions and foodstuffs.

Services via the Swedish Defence Research Agency (FOI) valued at SEK 11 million

A number of Swedish public authorities support Ukraine’s defence efforts, and the support package includes activities carried out by the FOI.

The FOI will provide support relating to CBRN-analysis and automatic detection of vehicles by drones within the support package framework.

Innovation close to the battlefield

The support package includes funds allocated to identifying and utilising technical innovations that require further funding to be completed and put into production. The Defence Materiel Administration will be tasked with identifying, testing and funding solutions that are requested by Ukraine but need product verification or a military application. Concrete Ukrainian demand and short time frames will be guiding principles for these efforts.

Export credit guarantees valued at SEK 500 million

An impediment for defence materiel companies’ exports to Ukraine is that conducting business with the Ukrainian State can include significant risk exposure. Swedish companies can apply for export credit guarantees from the Swedish Export Credit Agency for commercial activities relating to goods and services that do not include defence export. An export guarantee will also be introduced for defence export to supplement procurement for donations. More Swedish companies can support Ukraine by providing requested materiel, alongside the Defence Materiel Administration’s procurements. 

Supply solutions valued at SEK 573 million

Since Russia’s full-scale invasion of Ukraine, Sweden has prioritised quality in its military support. Swedish materiel should remain operational for a long time. Sweden delivers not only materiel, but also a transfer of capabilities to Ukraine. This means that materiel donations are supplemented with maintenance solutions, spare parts, ammunition and technical support for the Ukrainian Armed Forces. The Government proposes allocating SEK 573 million for various maintenance measures for the Swedish materiel already donated.

A support package for civil defence valued at SEK 140 million

The funds in the civil support package are allocated to the Swedish Coast Guard, the Swedish Civil Contingencies Agency and the Psychological Defence Agency’s support operations in Ukraine.
