Sweden's support to Ukraine

Since Russia’s full-scale invasion of Ukraine in February 2022, Sweden has provided around SEK 155 billion (to date 2 July 2026) in military and civil support to Ukraine. Within civil support, Sweden provides humanitarian assistance, civil crisis management, and support to Ukraine’s reform efforts, reconstruction and economic stability via budget support. Together with the EU, Sweden has also adopted extensive macroeconomic support initiatives for Ukraine, as well as a number of sanctions packages against Russia.

Sweden supports Ukraine’s efforts to achieve a just and lasting peace in accordance with international law and the UN Charter.

  • Sweden strengthens Ukraine’s energy supply ahead of winter

    Last winter, Ukraine’s electrical grid and power plants were intensively attacked by Russia. Ukraine must now make extensive efforts to ensure the energy supply for the coming winter. The Swedish Government has therefore approved a new support package for Ukraine worth approximately SEK 1.5 billion to support the country’s energy sector in 2026. It is expected to contribute to preparation through repairs, installation of new energy production, material support and enhanced nuclear safety.

    Yesterday, Minister for International Development Cooperation and Foreign Trade Benjamin Dousa has presented the Government’s annual award for Swedish volunteer projects in support of Ukraine. The 2026 recipients are Elly Reinolds and OperationChange.

  • Sweden joins special tribunal and international claims commission for Ukraine

    The Government has decided that Sweden will join the Special Tribunal for the Crime of Aggression against Ukraine and the International Claims Commission for Ukraine. Demanding accountability for Russia’s crimes against Ukraine is an important priority for the Swedish Government. The aim is to ensure redress and justice for Ukraine and its people.

Civilian support to Ukraine

Sweden has been providing extensive civil support to Ukraine for many years. Since Russia’s full-scale invasion of Ukraine in 2022, Sweden’s support has been scaled up and covers humanitarian assistance and support for reforms, reconstruction, development and economic stability. The goal for all civil support to Ukraine is to promote its ties to the EU and strengthen the country’s resilience.

Military support to Ukraine

Sweden has provided military support to Ukraine since Russia’s full-scale invasion of Ukraine in February 2022. It includes bilateral military support, donations to training initiatives and disbursements to funds for Ukraine.

Sanctions against Russia

The EU has adopted a number of sanctions against Russia since its full-scale invasion of Ukraine in 2022. These include sanctions against the financial sector, energy and transport sectors and producers of goods that can be used for civil and military purposes. Targeted sanctions against individuals and organisations have also been introduced.

    Since 2022, Sweden has provided around SEK 155 billion (to date 2 July 2026) to various initiatives to support Ukraine. This also includes some support to Moldova due to Russia’s full-scale invasion of Ukraine.

    • Military support - SEK 128 billion (approx. EUR 12 billion*)
    • Civil support (including humanitarian support) - SEK 27 billion (approx. EUR 2.4 billion*)

  • Sweden also supports Ukraine through the EU and the UN.
  • There are currently around 48 000 Ukrainians in Sweden under the Temporary Protection Directive.
  • Sweden has supported Ukraine since the 1990s. Until the end of 2021, Sweden’s total support to Ukraine amounted to around SEK 4 billion.
