Sweden signs agreement with US on advanced space technology

Minister for Foreign Affairs Maria Malmer Stenergard today signed an agreement with the United States that will enable American companies to export advanced space technology to Sweden. This will enable Sweden to use American launchers to launch satellites from Swedish territory.

“This agreement is of major strategic importance for Swedish space capability and Europe’s and Allies’ access to space. It also strengthens cooperation with the US in strategically important areas,” says Ms Malmer Stenergard.

In order to intensify the exchange of information and cooperation with American launcher manufacturers, a Technology Safeguards Agreement (TSA) was concluded. Its aim is to protect advanced space technology. The TSA has been the subject of five years of negotiations.

“The conclusion of an agreement between Sweden and the United States on advanced space technology is a major step forward for our space activities, as well as for the whole of Europe’s access to space. This strengthens Sweden’s position as a key space nation and its competitiveness. It also benefits researchers and businesses, and sends a clear signal to our closest Allies,” says Minister for Education Johan Pehrson.

American launcher manufacturers are world-leading in development for the space sector. Many launchers used for small satellites that are state-of-the-art and otherwise suitable for use by Sweden and the Esrange space station are American. The TSA also allows Sweden access to new markets and opportunities, as it ensures correct and jointly negotiated management of sensitive technologies. 

Technology Safeguards Agreement

A Technology Safeguards Agreement (TSA) is a bilateral agreement concluded between governments. Other States that have entered into a TSA with the United States are Norway (2025), Australia (2023), the United Kingdom (2020), Brazil (2019) and New Zealand (2016).

Launcher

A launcher is a rocket used to transport a payload such as a satellite from the Earth’s surface and put it into orbit in space.
