Support for civil society and human rights defenders

Under the strategy for Sweden’s global development cooperation activities in the areas of human rights and freedoms, democracy and the rule of law 2024–2028, Sweden will work actively to strengthen free, inclusive and democratic societies in which every individual has the right to express themselves freely and live without fear of persecution.

A vibrant, pluralistic and independent civil society is a fundamental prerequisite for a functioning democracy. Sweden supports civil society organisations that work on issues such as gender equality, the rule of law, freedom of expression and the enjoyment of human rights for persons belonging to minorities.

Human rights and democracy defenders are also key actors in efforts to promote and protect respect for human rights, contribute towards positive democratic change and help uphold the rule of law. These defenders are exposed to threats, violence, slander and legal harassment in many countries. At a time of global democratic backsliding, Sweden sees it as more important than ever to stand up for those who, with courage and commitment, defend all individuals’ full enjoyment of human rights. The protection of human rights and democracy defenders will therefore be a priority under Sweden’s human rights and rule of law strategy, and include independent journalists and digital environments.

The EU provides extensive support for human rights and democracy within the framework of its development assistance. This support amounts to EUR 1.5 billion for the period 2021–2027. It is provided to human rights defenders, civil society organisations and others working to promote human rights in priority areas such as combating the death penalty, torture, impunity, discrimination, and the protection of freedom of religion or belief and freedom of expression.

Together with other EU countries, Sweden works actively to support independent civil society and human rights defenders around the world, in part based on EU guidelines for human rights defenders. The EU also supports ProtectDefenders.eu, the EU’s mechanism for the protection of human rights defenders with emergency assistance and practical support. ProtectDefenders.eu is led by a coalition of 12 international and regional non-governmental organisations, of which Front Line Defenders is the lead partner.
