Meeting of the Nuclear Alliance in the margin of the Energy Council, June 16, 2025

In the margin of the Energy Council of 16th June 2025 in Luxemburg, the Nuclear Alliance convened to discuss the Commission’s first version of the Nuclear Illustrative Programme (PINC) report and the coming Clean Energy Investment Strategy. The Nuclear Alliance also adopted conclusions and recommendations regarding financing from the Nuclear Alliance Working Group on Financing.
The meeting was attended by ministers and high-level representatives from 16 member states, as well as the European Commission, and was led by Swedish Minister for Energy, Business and Industry Ebba Busch. During the meeting the Italian Minister of Environment and Energy Security Gilberto Pichetto Fratin presented a declaration on its intention to join the Alliance a full-fledged member.
The ministers and high-level representatives reiterated that the PINC report must describe the Commission’s intention to promote investments in a balanced mix of low carbon baseload and renewable energy sources in order to achieve the Union’s objectives for affordable energy prices and industrial competitiveness while meeting the climate target.
In the view of the publication of the final version, with the consultation of the European Economic and Social Committee, it is essential that the Commission initiates a detailed dialogue with Member States to take into account their view and analysis.
The Nuclear Alliance also called upon the Commission to follow up on President von der Leyen’s call in Commissionaire Jorgensen’s Mission Letter for ensuring technology neutrality in coming Commission initiatives.
Creating a relevant financing framework for nuclear investments is a key priority to boost competitiveness and reasonable energy prices. Ministers and high-level representatives therefore sent the following joint key messages with a call on the European Commission:
- To play its part in identifying ways to improve nuclear projects’ access to relevant EU funds and financing instruments without prejudice to the MFF.
- To contribute to accelerate nuclear state aid notification procedures.
- To help unlocking nuclear projects’ access to private funding.
