New strategy against violent extremism and terrorism

Terrorism threatens peace and security, and our fundamental rights and freedoms. The threat today is more complex than in the past, and for several years now, serious ideologically motivated crime has contributed to the increased threat to individuals and Swedish interests. The Government has therefore drafted a new comprehensive national strategy against both violent extremism and terrorism. The strategy takes a long-term approach to work at local, regional, national and international level. This type of crime must be prevented and combatted with the full force of society.

Counterterrorism Cooperative Council

The Counterterrorism Cooperative Council is a network of 15 government agencies aimed at improving the coordination and effectiveness of work to counter terrorism and violent extremism at national level. The Council was formed in 2005 at the initiative of the Swedish Security Service.

Work to prevent violent extremism and terrorism is focused on systematic and knowledge-based efforts to counter the underlying causes of extremism and terrorism. The aim is also to prevent more people being recruited to extremist environments.

Avert terrorist attacks and other ideologically motivated crime

There will always be individuals who develop the intent and capability to commit or support terrorist attacks or other criminal activities based on violent extremism. Averting violent extremism and terrorism is ultimately a matter of discovering the individuals who may have developed the intent and capability to commit serious acts of violence or terrorism.

Protect people and society’s functions

Vulnerability means how much and how seriously a system is impacted by an incident. The degree of vulnerability is determined by the ability to predict, manage, resist and recover from an incident.

Manage the situation during and after an attack

Although many efforts and measures are aimed at preventing and averting attacks, and protecting society from violent extremism and terrorism, society must also be prepared to manage a situation where an attack is or has been carried out.
