Military budget

Government appropriations to military defence will be allocated an additional SEK 10 billion in 2026 and, including upward adjustments and previous decisions, appropriations will increase by SEK 26.6 billion from 2025 to 2026. This represents an increase of 18 per cent. Appropriations for military defence total SEK 175 billion for 2026.

  • According to current GDP forecasts and proposed and estimated appropriations in the Budget Bill for 2026, defence expenditures are expected to correspond to 2.8 per cent of GDP in 2026, according to NATO’s definition. As of 2028, appropriations are expected to correspond to 3.1 per cent of GDP.  

    In future budget bills, the Government intends to take the additional steps needed to reach the 3.5 per cent spending target by 2030. This will take place based on in-depth analyses and reports from the defence agencies and future GDP growth.

    The table shows approved and estimated total levels of appropriations for military defence up to 2026 in current prices, not including the appropriation for support to Ukraine.

    Each item in the central government budget has its own expenditure area. Military defence expenditures, including support to Ukraine, are financed via Expenditure area 6, Defence and contingency measures (EA6). This takes place via 14 different appropriations, 1.1–1.14, in which money is allocated to various types of activities. Together, they comprise the overall expenditure for military defence in the central government budget.

    NATO has established a defence spending target for its member countries of at least 3.5 per cent of GDP on military defence by 2035. NATO’s definition of defence expenditure is broader and includes more items than just those appropriations for military defence listed under 1.1-1.13 in EA6.

    Since 2022, Sweden has provided military support to Ukraine through donations of existing materiel, training and funds earmarked for the acquisition of new materiel for Ukraine. In order to replace donated materiel and finance other forms of military support to Ukraine, additional funds have been allocated to the appropriations under EA6. Support to Ukraine also includes humanitarian and civil support and is financed via appropriations in other expenditure areas.
