Major investments in military defence and NATO targets projected to be reached
In the Budget Bill for 2024, the Government proposes additional funding to military defence amounting to approximately SEK 700 million. Taking into account upward adjustments and previous decisions, appropriations for military defence will increase by more than SEK 27 billion between 2023 and 2024 – an increase of 28 per cent. This means that appropriations have doubled since 2020 and that Sweden will already reach the defence expenditure target of two per cent of GDP according to NATO’s definition in 2024. In the Budget Bill, the Government also estimates additional funding for 2025 and 2026 amounting to approximately SEK 1.2 billion and SEK 7.4 billion, respectively.

The defence ministers of the EU Member States will gather for an informal meeting in Toledo, Spain on 29–30 August. The meeting will focus on EU military support to Ukraine.

Thirteenth support package to Ukraine focusing on ammunition and spare parts
(New version) The Government has provided basis for a new support package to Ukraine. The assistance includes ammunition and spare parts for several of the equipment systems that Sweden has donated to Ukraine, including Combat Vehicle 90 and Battle Tank 122 (Leopard 2). Sweden is also sending transport vehicles, contingency goods and mine clearance equipment. At the same time, the Government also need to obtain authorisation to sell the RB 99 (AMRAAM) air-to-air missiles to the United States, which will then donate them to Ukraine. The total value of this thirteenth support package amounts to approximately SEK 3.4 billion.

Sweden to join NATO Innovation Fund following accession to NATO
Twenty-three NATO Allies have officially become Limited Partners of the NATO Innovation Fund (NIF), which is preparing to make its initial investments later this year. The Participating Allies have also welcomed Sweden’s interest to join the NIF. Sweden’s participation will take effect upon its accession to the North Atlantic Treaty.

New agreements simplify and speed up deliveries of defence materiel to Ukraine
On 12 July at the NATO summit in Vilnius, Minister for Defence Pål Jonson signed a protective security agreement with Ukraine. The agreement makes it possible for Sweden and Ukraine to exchange confidential information concerning, for example, test flights of JAS Gripen or military equipment.

Twelfth support package to Ukraine
The Government has adopted a new support package for Ukraine, which was presented at the meeting of the Ukraine Defence Contact Group in Brussels on 15 June 2023. The package includes contributions to funds totalling SEK 230 million and instructions to the Swedish Armed Forces concerning JAS 39 Gripen and supply solutions for donated military equipment. The total value of this twelfth support package amounts to approximately SEK 250 million.

The Swedish Defence Commission submits its report on Sweden’s Security Policy to Minister for Defence Pål Jonson
On 19 June 2023, the Swedish Defence Commission submitted its report on Sweden’s Security Policy to Minister for Defence Pål Jonson. The Defence Commission concludes that the world is at a crossroads. The rules-based international order is being challenged by autocratic states such as Russia and China. A large-scale war in Europe is a reality, and Russia has set a course for a long-term conflict with the West. An aggressive Russia should form the basis for the long-term development of Swedish total defence. Sweden must have the capability to defend its territory against an armed attack as a part of NATO’s collective defence.

Sweden and UK cooperating on increased military support to Ukraine
On Thursday 16 March, the Government presented a strategic partnership with the United Kingdom to support Ukraine. The cooperation aims to improve logistics and maintenance of the Archer artillery units that Sweden intends to donate to Ukraine. It is proposed that eight units is to be donated, of which two are part of the maintenance system. The cooperation includes authorisation to sell 14 Archer artillery units to the UK, which allows the UK to donate the AS90 artillery system to Ukraine. An additional amending budget also includes proposals to authorise the donation of previously announced Leopard 2 battle tanks and to provide funds for the replenishment of defence equipment.

The Swedish Defence Commission has submitted a midterm report to the Minister for Defence Pål Jonson
On 26 April 2023, the Swedish Defence Commission submitted a midterm report to the Minister for Defence Pål Jonson. The report was agreed upon by all political parties represented in the Riksdag. The report included three parts: a review of the implementation of the Government Bill Totalförsvaret 2021–2025 (Total Defence 2021–2025) that the Government adopted on 15 December 2020, suggestions on how Sweden should report its defence expenditures to NATO and a proposal on general guidelines for defence spending between 2026–2030. One of the main conclusions is that the next defence bill should be adopted one year earlier than planned, in 2025 instead of 2026.

Strengthening Sweden’s military defence and preparations for NATO membership
Today the Government has presented investment proposals that will be included in its Spring Amending Budget. The proposals aim to create conditions for the continued growth of Sweden’s military defence and make preparations for NATO membership. Increased appropriations totalling SEK 660 million are proposed in the Spring Amending Budget for 2023. In addition, it is proposed that the Swedish Armed Forces’ authorisation to place orders be increased by SEK 16.78 billion.
